The cron hook modules this site has, measured, for when discovery has not run.
The order carries nothing: cronHooksFromList() sorts. The update dependency is held by
fetch_reopen and advisories being pushed after the whole loop in cronUnits
(cron-step.spec.ts asserts it against a reversed list).
