Re-arming at the idle time puts each wake twice as far from the last activity as the one before,
so the interval doubles until it meets the ceiling. floored names work that holds the floor
(queued fills, mail or HTTP, an active pool, an update or migration); a ceiling at or below the
floor is a fixed re-arm, which is what runs when no ceiling is configured.
