Folds a request's write tally and capability calls into one profile.
Parameters
- tally: WriteTally
  the per-table write tally taken around the request
- capabilityCalls: Map<string, number>
  what recordCapabilities collected
- wrapped: readonly string[]
  the names it wrapped; empty means the oracle was not installed
Returns EffectProfile
