The isolate-local key: site, generation, role set and path.
It is the role set, not the cookie: a cookie key held one plan per session per path (200 users
over 50 paths is 10,000 keys against about 150) and every first use was a cold KV read (46-140 ms
against 4-5 warm). The narrower key is safe because of noteEdgeRender: two different
sessions must produce the plan and each session must agree with it before being served.
