The replica pulls because a push would make the primary own delivery state for every lane and
spend invocations on lanes that are down. Two hops per round: /__replica for what the primary
advertises, then action=log. Promotion goes through admissionVerdict, which resolves
every unknown toward the primary, so a null fingerprint on either side refuses.
