The host half of the drupflare module, packed from ../drupflare into assets/driver.json.
Every capability is synchronous: Host::call() reads the reply immediately and PHP cannot
await. Network work is therefore split: cfwQueueFetch records a request, cfwHttpCacheGet and
cfwFetch answer from what a previous drain fetched, and drainHttpQueue() does the real
fetch() between PHP runs. A miss is reported as a miss.
