Re-registers each captured handle at the same integer id, in ascending order, and raises
index.id to the highest one. An id that lands elsewhere silently calls the wrong object, and a
low index.id lets the next add() reuse an owned id.
Failures are collected so the caller can refuse the restore before the memcpy, as replayStreams
does for descriptors.
